Are you sure that this is true?

My version[1] of vorbiscomment claims that the raw option (-R,
--raw) is required to do what you say. Otherwise the comments will
be transcoded to/from the characterset according to the user's
locale. Obviously if the locale uses utf-8 then this option would
be redundant and have no effect.

FWIW, metaflac also has an equivalent option: --no-utf8-convert
