Let me add that in Linux vorbiscomment and oggenc just seem to copy the byte
sequence from the command line into the files, whatever the locale settings are.
Thus only when using UTF-8 locale your comments will be OK. Similar seems to apply
when mounting your VFAT filesystem in not UTF-8 mode.
