Tremor supplies its own copy of the ogg parser for embedded convenience, 
but libvorbis depends on the separate libogg implementation, as code 
sharing is more appropriate for hosts.

At least, that's my guess. A whole lot more than decoder_example.c 
should have not compiled if you don't have libogg available.
