Download http://downloads.xiph.org/releases/vorbis/libvorbis-1.1.2.tar.gz
unpack this source archive; libvorbisenc.h will be in 
libvorbis-1.1.2/include/vorbis/

To compile the source you will also need 
http://downloads.xiph.org/releases/ogg/libogg-1.1.3.tar.gz

If you have trouble with those urls use downloads.us.xiph.org. There are 
also .zip versions in the same directories.
