That is wrong. Of course the data could be downsampled, or possibly even 
decoded at the lower sampling rate.
Sure, it would probably sound pretty crappy, but if you only want it for 
your phone's own speaker, chances are
it won't matter that much.

Well, there is also the even more obvious possibility of actually 
encoding to 16ksamples/sec.
