[Vorbis] 5.1 streams into ogg.vorbis

Do you only have access to Linux/Unix?  On Win32 you can use BeSweet.  I 
have used it and it works very well.  The OggMachine front-end works 
well for transcoding into Vorbis.  It actually transcodes between a 
number of codecs.
