[Vorbis] meaning of codewords

hallo,

i have a question regarding the codebooks and codewords. does the order of the codewords in the codebooks have a special meaning? is it comparable to the quantization matrix of jpeg where the top left values have a greater influence than the bottom right values. so do the values at the end of the codebook have less "influence" than the first ones. is this also the same for floor and residue?
