Probably several reasons.
1) Most codecs are done as a basic reference design. They are 'guaranteed'
to be bug free and can handle all the conditions etc. That way other
developers can always compare their versions against a reference. The
reference design is always the final authority in whether something is
working right or not. They don't have to be the fastest. They don't have
to be the best quality. They just have to be 100% correct and reasonably
readable. (And considering that codecs are specified by the decoder, that
leaves open a lot of room for what the encoder can do.)
2) It's a lot easier to just do a correctly working "decent" encoder than it
is to tune a very high quality encoder.
3) Monty has other things to work on. Such as Theora and Vorbis-2
<p>All three points are valid, which is why Monty never wanted to integrate
Garf's tunings into the official code, even though it would have been little
to no work for him. And why these newer tunings will also never make it
into the official code.
