[vorbis] Bitrate stripping?

Well, other than that you obviously got it the wrong way around, it was
more complicated than that (but automated, yeah).  But the decoder
actually worked, producing digital silence though (and the encoder
crashed on an out-of-memory access after an integer division by zero).
