But please note that that 1-apr peeler is fully functional -- and will 
even
work reasonably well if you replace the "decision" function with 
something
that does not always return "make this packet zero bytes".

There's also some other (older) peelers on my page at xiph.org -- all of
which also work (but non of-em has really good audio quality).

So, peelers _do_ exist, it's just that libvorbis encoding modes need to
be adjusted to create streams that are peelable with better resulting
audio quality.
