[Vorbis] bitrate limits don't work with -q settings?

Bingo.  96 abr sounds kinda sucky.  -q3 sounds pretty darned good.  And 
it is fairly difficult to determine whether a particular file falls 
below the 96kbps boundary by looking at it.

What exactly is the point of the -m option and the bitrate_hard_min 
option if it doesn't actually limit the bitrate?

Hindsight is 20/20.  The IRiver box said it supported ogg, not some 
weird subset.  Plus, the iFP-880 is much, much smaller than the Neuros 
and is flash-based, and has a microphone.
