What do you mean by 160kbps nominal VBR?  Do you mean you use Quality 
5?  Or are you setting an ABR setting(drop down bit-rate lists in 
OggDrop).  Have you tried playing the files with another player(like 
foobar2000 www.foobar2000.org)?  If the problem is also present in fb2k 
then it's a problem with Vorbis.  If it's gone then it's a problem with 
winamp.  You might also try upgrading your OggDrop the the latest 
one(1.7.4 is the latest on RareWares(.hydrogenaudio.org)).
