[vorbis] Vorbis vs Speex

It is the windows version.  Windows versions is all they have.

They've got both the regular version and the Drag & drop version, which
makes it easy for testing.

I've tried it, but I really wasn't impressed with Speex.  mp3 & ogg at their
lowest settings worked better.  Hard to believe an 8kbps mp3 sounds 'okay',
but with the few samples I tried, it did, and sounded better than speex
while doing it.

By 'windows version' do you mean a regular installable directshow codec kind
of thing....  I wouldn't bother.  Speex isn't that good.
