The files you encoded have different serial numbers. You can enforce the 
same serial number with -s switch in oggenc. Different compilers and/or 
operating systems also round floating point numbers differently, and 
that's why Windows version of oggenc created a slightly smaller file. 
They will, however, sound essentially the same.
