[vorbis] Using oggenc

With other number of channels and sampling rates (if you will someday
use other sources than CD), the bitrate changes accordingly for the
same quality setting.  This is actually very conveninet since you can
mix files from different sources even in the same oggenc run without
carefully matching the bitrate as you would need with MP3...
