If you want to stay within the .WAV container, use tools like
for example "GoldWave".

I recently published an ACM codec that will content with Speex.
By nature of the Audio Compression Manager (ACM), the resulting
file will also be .WAV.

Get the codec on www.openacm.org

The files play back in a variety of players, once the codec is
installed on the client system.
