You should experiment.
Speex has certain advantages, like low-latency, low cpu requirements (and
not-too-asymettric cpu requirements), etc. If you need any of those, vorbis
is probably useless to you. If you don't, then it's a matter of what bitrate
and what sort of content you're targetting. For encoding pre-existing content
(i.e. not encoding live), you'll probably find vorbis better suited to your
task - unless you want to use _really_ low bitrates. But experiment - it's
easy to do, and then you'll know what is better for what you're trying to do.
