[vorbis] Virgin Radio launches an Ogg stream

Yes noticed that today.  The average bitrate has increased to between 85
& 105.

I'm a bit disappointed in the quality of the 32kb/s stream but that may
be because it's in stereo.  The 32kb/s RealMedia stream sounds much
crisper.
