Why don't you just lable for video/not for video in the modes 
themselves(right next to the CBR/VBR mode indicator) and include a note 
about video sync in a Read Me you can distribute with the codec.

For example:
64 kbps - 22 khz - CBR(for video)
64 kbps - 22 khz - VBR(not for video)
