[vorbis] Newbie Question

I would like to make an application that uses non-streaming Ogg files, 
but don't know where to begin. I have expierence with the Basic family 
of languages (all the way from old GW to vb.net), and a little Java. 
Essentially, I'd like to make a program that toggles between browser and 
file manager, and is capable of playing media files.

Are there any tutorials? How about (free) development GUIs - any worth 
my time?
