[vorbis] make lo-fi sound as good as RealAudio?

ACK! Two corrections in my last email:
<p>> I just tested with and without " --managed" in the command line, and it was the same exact output (down to the byte).

oggenc -M 28 --managed --downmix --resample 32000
[ I had forgotten the -- before "managed" ]
<p><p><p>> So - as of right now, this is my sweet setting, below:

(I had written -b 24. But for some reason -b 32 actually gets a smaller filesize than -b 24, AND sounds better.)
