[vorbis] Vorbis streaming

first: do you want to stream ogg files or live audio?

you could use ostream for live streaming, i hope it works with a screen 
reader. if not, i could try make a command line version of it.

i tested it with jroar (icecast2 compatible server) and peercast. it 
should work with icecast2, but i didn't test it.
