[vorbis] Vorbis 1.0.1 merged with Garf's tunings

Just to let everybody know, John has merged Garf's tunings with the Vorbis
1.0.1 library.  There's no need to wait until 2007 for the next official
release of the Vorbis libs.

Thanks John!  This is probably the biggest news in Vorbis since Garf's
original tunings.

The stuff is on Rarewares, of course.

settings will now be identical with 1.0.1 encodes except that the file
length will be 28 bytes longer. This is the extra length of the vendor
string.

All higher bitrate encodes, ie., those making use of Garf's tuning efforts,
will be approx. 0.2% larger than their GT3b1 counterparts. This is partly
due to the extra file size imposed by the latest libogg and partly due to a
change in 1.0.1, that was not part of the GT3b1 changes, that increases the
bitrate very slightly. I have referred this to Garf and he has indicated
that this has no material impact on quality.

There is, therefore, a complete new set of GT3b2 compiles now at Rarewares,
plus the modified GT3b2 source.
