[vorbis] ogg dates - (curious)

They do?  Can someone of the developers confirm this?  What exactly
changed between the version?  IIRC it was said that the encoder wasn't
affected but the tools were.  So, should the file(1) magic call 1217 files
as some pre-RC3?

IIRC, the windows official RC3 binaries from vorbis.com all come with the
1217 date.  IIRC the tools were also broken ;)  Sorry for too many IIRCs.

MSVC in default mode doesn't define __STDC__ (correctly!).  No comments.
