[vorbis] Tag changes

A few days ago, I initiated a conversation with Jonathan Walther to 
seek his advice on how he might tag a CD that I ogg'ed.  Out of this 
discussion, we decided to make a couple of changes to the proposed 
standard.

1) A new LABELNO tag was added to the list.  This would contain the 
record label's catalogue number.  Generally available on the face of 
the CD.  Probably more useful than an EAN or a UPN.

2) The PART tag was moved from the list of singletons to the list of 
multiples.  It is not infrequent for an extended, multipart work to 
occupy a single track on CD.  Occurs most often on classical discs, but 
there are pop examples, as well.  The description of each section of 
the work may be stored in separate PART tag.

Jonathan and I, absolutely confident in our assessments, have already 
incorporated these changes into the proposal. We just thought you 
should know.  :D

Jokes aside, the updated document is available at the URL below - 
ignore the "Last updated Thu Jan 31" message, it really was updated a 
few days ago; Jonathan, you might want to fix that.  Further discussion 
is welcome.
