Admittedly I'm not read up on these things, but are the various
techniques motion compensation techniques and whatnot part of the MPEG-4
spec?

Correct me if I'm wrong, but I've always believed MPEG-4 specifies just
how information will be represented and read by players; not the
techniques used to actually compress a video stream.
