It does work.  Load this 64kb/s URL into Winamp: 
http://www.kenradio.com/audio/4750.mp3

The duration of CBR & VBR MP3 files are calculated from the top of the 
MP3 file so it's easy to provide seeking, however, to calculate the 
duration of an OGG file we need the end of the file which will make it 
more difficult to implement but not impossible if the http server 
supports resuming.
