The latter, replaygain doesn't touch the encoded audio in any way. In
.ogg files, it simply writes some defined tags that get interpreted,
e.g. by in_vorbis.dll of Winamp. The player then plays the song on the
designated volume.

Replaygain is no loudness maximizer, i.e. combined compressor and
expander. Compression would alter the sound of the song, so that'd be a
bad thing anyways.
