[vorbis] RC4 encoder with RC3 player?

Of course. Quality improvements happen only on the encoder side, and
since the decoder is final since RC1 (RC2 was a maintenance release to
fix a bug in RC1' decoder), every player/decoder >= RC2 will play your
improved .ogg files just fine.
