[vorbis] quality scale 0-10

Wohooo... I just tried the CVS version. Although I just did a quick test
on a Roxette tune, it is now beginning to sound almost as good as the
original at 51 kbit!

RC3 resulted in quite a bit of artifacts at that bitrate.

But this only strengthens the argument that -q0 should be much worse. q0
yielded 65 kbit on this file, and I can almost not hear any artifacts at
51kbit! I may not be an audiophile, but I do believe I'm better at
detecting artifacts than the average listener. q0 is definitely far too
good.
