The specs on xiph.org don't mention this case, but IIRC multiple tags of
the same name have equal "weight". E.g. multiple ARTIST tags don't say
that one of the artists is more "worthy" than others.

On the other hand, most players display (only) the first (ARTIST) tag,
therefore giving the first tag in a set of tags an unintentional
importance.
