It's not _exactly_ what you're asking for but if you have an MP3 or 
Ogg Vorbis file that is already encoded you can use mp3manage 
(http://mp3manage.sourceforge.net) to read the artist / title / album 
/ track information from the filename and put it into the tags. I 
wrote it myself and it's really quite powerful by now and I use it to 
go over all of my new music files regularly.
