[vorbis] ReplayGain support for Vorbis

Looking at the spec I see that the peak volume is also stored in the header.
May I propose another option is added to the decoders to simply normalize
the song based on it's peak, rather than average volume.  The result would
be the same as if the songs were all normalised before encoding.

This may not be so useful for the general public but for those that have a
peak volume limit requirement, such as a night-club or radio station, it
would be very useful.

Anyone else like the idea?
