[vorbis] "Quality" vs. "bitrate"

What about the theoretical case of mis-compression?  If I have some kind
of audio that the Vorbis psychoacoustics model doesn't allocate a high
enough bitrate for, it's easier for me to enforce a minimum bitrate than
fix the code.
