Gar.  I forgot to mention the most important part!

It doesn't affect anything but managed bitrates, which of course, no one
should be using unless they have a good reason (or are just curious).
So the likely hood that you'd be affected is quite low.

-q batch encoding works just fine, even in windows with oggenc.
