[vorbis] Happy New Year! RC3 Released!

I see that a new v-comment.html is distributed (added PERFORMER, changed
ARTIST to be the one usually considered repsonsible (overloaded), added
CONTACT, and DISCID (freedb)).

The online http://www.xiph.org/ogg/vorbis/doc/v-comment.html is still the
old one though.

Unrelated one: in oggdrop, the "save quality" menu item is quite
unintuitive, "set quality" would be better.  Also showing the selected
value as a number (better yet make editable as a number) would be good.
