Thats true. But we already have the vendor tag, and many people would
like to be able to compare the quality settings with which their ogg's
were encoded. Remember, the tags are for people who didn't necessarily
encode the ogg themselves.
I totally concur with your thought that all tags should have
counterparts in the metadata. And once the metadata comes into use I
would have no problem with the tags quietly going away and all
information coming from the metadata. In the meantime though the tags
exist, and are well enough supported that one could reasonably imagine
extending current software to support the proposed standard.
