Vcut (Windows) in the original RC3 package not working because of a
MSVC/ANSI incompatibility. A working version was later recompiled. It can
be downloaded here: http://www.incog.freeserve.co.uk/vcut-win32-fixed.zip

Otherwise I'll gladly email the zipfile to those who need it.
Maybe someone should replace that compile on vorbis.com?
