Yes.  No encoder I know of currently attempts to do so.

(Lossless and lossy modes are not different entities; they're the
same thing, really, just in 'lossy' coupling, the encoder is leaving
pieces of the stereo image out).

The problem is not doing it, it's deciding when to do it.  That
analysis code does not currently exist.
