[vorbis] normalising vorbis

There's "normalize" at
http://www.cs.columbia.edu/~cvaill/normalize/
The latest version is 0.7.6; version 0.8 is supposed to be able to operate on
Vorbis files natively. You might email Chris and see how far off version 0.8
is.
