This sounds like a bug - we're mostly not expert windows programmers, so the
build files for MSVC often have a few minor bugs like this, and we mostly rely
on other people to contribute changes. 

If you send us fixes (ideally attached to a bug report on bugzilla:
http://bugs.xiph.org/), we'd appreciate them.
