Only if one writes a file-like device driver for line-in, or an app that
records to stdout... Windows doesn't have file-like interfaces to any
devices, normally.
But you can try winamp, piping a line-in plugin (there are many out there)
to PP's vorbis output plugin...
If you want skip-safeness (sort of), on a slow system, none of these would
do and you need to either first record, then encode or write a special
smart app that encodes as much as the speed allows, buffering the backlog
to disk.
