Not necessarily.  I don't know if this is in the spirit of the
original spec but there's nothing to stop you from initially
including a field like PADDING=................... and making
it as long as you think you'll need if rewriting is really an
issue.

Maybe a kludge, but given that it's pretty much in stone that
vorbis comments come in packet 2, this is one way to deal with
what you're talking about.
