What you were hearing was a 32kHz 48kbps stream using 
almost-RC3 (the latest CVS version).

Supporting 22kHz shouldn't provide much additional
problems, even though quality may not be optimal at
first. 

(it was 2 mins work to get that mode working with
latest CVS, and RC2 still has a 22kHz mode lying
around somewhere.)
