[vorbis] Ogg FLAC progress

For the interested, I have checked in code to FLAC to generate
Ogg-FLAC streams.  It will be in the next release, but some
people wanted it earlier, so feel free to try what's in CVS:

Basically, just use '--ogg' while encoding.  The decoder
will now also decode Ogg-FLACs if the filename ends in '.ogg'.

As a sidenote, I am trying to get a ProjectBuilder-based
port of FLAC to OS X so I would be interested in a pbproj
for ogg (I think someone mentioned they were working on
one recently).
