[vorbis] Vorbis 1.0 before the end of the year?

Reread my message.  There will be no functional changes in the decoder between
now and 1.0.  Interested manufacturers can write hardware decoders based upon
RC2 right now and it will work with ALL future (and most past) 1.0 encoded
files.
