vorbis-dev might be more appropriate when your questions get more

Just look at the distribution code. The vorbis library comes with some 
(extremely simple) examples, just so you can see how to interface with 
the library, and the vorbis-tools module includes a commandline-player 
called ogg123 that can handle streaming.
