[vorbis] VCE 0.1.3

Hi All,

There is a new version of VCE. It is only a bugfix and cleanup release. It
is recommended for anybody commenting chained vorbis files (earlier versions
will corrupt chained vorbis files). There is also a slight interface change
(the value gets selected).

I will be implementing it as property sheet in the next release.

Changes:
    - Packed with UPX.
    - Entire row is selected in the comment list.
    - DEL key removes the selected comment.
    - Various bug fixes and code cleanups.
    - Linked with vorbis libs 1.0beta4.
    - Uses vcedit.c 1.9.
