In order of importance:

1) Platform support. Is there a player for my system. Is it easy to
   install. Is it widely supported.

2) Is there an encoder. Is it easy to use.

3) Is it easy to stream/download files.

4) What are the license fees.

This is the criteria used by the radio stations ive talked to. Notice that
price is actually the last concern not the first.
