While it transcends the scope of mere "tags", the Dublin Core Metadata
Initiative (http://www.dublincore.org/) comes to mind.

And while we're on the subject of metadata, has anyone compiled a list of
what we want in the still largely unsettled "kitchen sink" metadata that
is planned to be interleaved with the stream?
